She is the daughter of mother Cecilia Liu, a biochemist, and father Tom Liu, a civil engineer. Liu has an older brother Alex Liu, and an older sister Jenny Liu. She attended Joseph Pulitzer Middle School and then she went to Stuyvesant High School. She also studied at New York University and then she graduated from the University of Michigan in Ann Arbor.

Liu had been in a relationship with the film director Zach Helm from 2002 to 2004. She has a son Rockwell Lloyd, born in August 2015 via surrogacy.

Lucy started her acting career with Courtney’s role in the television series Beverly Hills, 90210 in 1991, and she played Donna’s role in her debut film Rhythm of Destiny in 1992. She is well known for Ling Woo’s role in the television series Ally McBeal from 1998 to 2002 and she also famous for Alex Munday’s role in the films Charlie’s Angels (2000) and Charlie’s Angels Full Throttle (2003). Liu portrayed O-Ren Ishii’s role in the movie Kill Bill Volume 1 in 2003, and she also appeared as Kirsten Stevens in the television series Set It Up in 2018. She also played Kitty Baxter’s role in the film Chicago in 2002.
